Today in Glavkom news agency was the press conference with the director of the Ukrainian Institute of the analysis and management of policy Ruslan Bortnik, the head of the UIAMP expert programs Anna Svidchenko and the head of the Center of the content analysis Alexander Marikovsky. The subject was: "Year of work of the Second government of A. Yatsenyuk: achievements and defeats". On a press conference were presented results of expert research on a subject: "Results of work of the government of A. Yatsenyuk following the results of implementation of the program of activity of the Cabinet of Ministers of Ukraine".
Expert research was conducted by Institute of the analysis and management of policy from 07.12.2015 till 11.12.2015 by written remote interviewing of 24 independent political scientists and experts. Results of research allowed to receive and systematize complex expert assessment of overall performance of the Cabinet of Ministers of Ukraine in all main fields of activity. The questionnaire for an expert assessment was based on the program of activity of the Government of 11.12.2014.
Anna Svidchenko told that according to results of research: "75% of the interrogated experts consider work of the Cabinet of Ministers of Ministers of "unsatisfactory", 20,8% - "satisfactory", only 4,2% - estimated it as "good". Work of the Prime minister A. Yatsenyuk was estimated "unsatisfactorily" - 79,1%, is "satisfactory" - 12,5%, it is "good" - 8,3%. Experts met in the lowest estimate of activity of the government and the prime minister. From the point of view of experts, the assessment 3 - "well" became extrema (the maximum values) of answers on the level of efficiency of cooperation of the government with the state institutes and 2 - is "unsatisfactory": for example, with the President - 45,8% (an assessment 3) and 29,2% (an assessment 2), with the Coalition - 37,5% (an assessment 2), 50% (an assessment 1). At the same time experts quite positively estimated cooperation with the international organizations: "well" - 29,2%, are "good" - 41,7%. The President of Ukraine and the USA has the greatest level of influence on the Cabinet of Ministers (54,2% of experts estimated as high). That the level of influence of the Prime minister was estimated as high by smaller number of experts, in comparison with estimates of the previous subjects (33,3%) is illustrative. According to experts, activity of the Cabinet of Ministers in the sphere of the international relations and military reform was rather controversial. More achievements were observed on "Refusals of the extra block status" (54.2%) and "Performance of criteria for introduction of a visa-free regime with the EU / biometric passports" (50%). However any expert didn't see positive shifts by "Compensation of the Losses Caused by Military Aggression of Russia" option (0%). Positive indicators received activities on implementation of programs from the IMF, the World bank, the European Reconstruction and Development Bank, EIB and other IFIs (78,3%) and process of preparation for introduction of a visa-free regime (47,8%). It was least effectively estimated process of preparation for the accession to the EU (8,7%) and creation of the center of coordination of donor and international technical assistance (4,3%). Estimating efficiency of the Cabinet of Ministers in the sphere of anti-corruption policy, according to experts, reform on implementation of the adopted anti-corruption legislation and electronic declaring of the income and expenses of officials (12,5%) was least effectively realized. The beginning of work of National anti-corruption bureau (41,7%) and creation of Anti-corruption prosecutor's office (45,8%) was positively estimated. Indicative is that fact that the level of realization of each of indicators wasn't estimated more than 50%. However it should be noted a tendency of that reformation of the sphere happens, according to experts (as there are no zero scores), but there is a need on complex continuation of the set activity vector after creation of new anti-corruption structures. The expert environment agreed in opinion on a failure of activity of the Cabinet of Ministers in the economic sphere. It is shown by fluctuations of the majority of indicators by efficiency of implementation of reforms from 5% to 20% - respectively from 95% to 80% is an assessment of an implementation failure of reforms. Reform on restructuring of part of a public debt has the only positive result (75%). Low level of efficiency estimated such reforms (4,2%): legalization of salaries by reduction of load of fund of compensation, decrease in tax burden of small and medium business, control of transfer pricing, demonopolization of economy, protection of domestic market. Summing up, the expert environment testifies to a crisis state in which there is a small and medium business, and also about lack of support from the state in economic activity in domestic market. The choice of experts most and the least effective ministries became indicative. The top on the level of positive estimates included the Ministry of Defence and the Ministry of Finance (29,2%), and also the Ministry of Foreign Affairs and the Ministry of Internal Affairs (25%). The anti-rating was headed by the Ministry of information policy and Ministry of Health (37,5%), they are followed by the Ministry of Culture and Ministry of Economics (29,1%). These indicators completely correlate among themselves and confirm the previous. It is necessary to pay attention to lack of extreme positive estimates among experts in overall performance of each of the ministries that testifies to the lowest estimate of their work in general, and the positive proceeds from the principle "the best among the worst".
Also experts offered the image of future work of the Cabinet of Ministers. Almost unanimously expert environment met that the Cabinet of Ministers expects reformatting (73,9%). If to speak about the level of justifications of expectations of civil society from work of the Cabinet of Ministers, the negative assessment 1 (54,2%) became an extremum. Any of experts doesn't estimate the level of satisfaction of public request for positive estimates".
Ruslan Bortnik emphasized that Yatsenyuk's government suffered some defeats: "The first defeat — loss by the government of communication with the coalition. Government laws are almost not voted in parliament, the prime minister doesn't influence the Verkhovna Rada.
The second defeat — Arseniy Yatsenyuk lost control over ministers, he isn't the leader of own government. In the government we have a set of the conflicts.
The third defeat — Yatsenyuk's government became "the space government". The prime minister lost touch not only with society, but also with reality. 10 minutes of Yatsenyuk look as and have manifestation of a complex of Messianizm nothing in common with a real situation.
The fourth defeat — Yatsenyuk's government completely lost information policy. Image and rating losses deprive this government of any trust of society.
In such situation it is necessary to estimate this government not according to declarations and intentions, not on accepted by laws, and on the actual indicators. Inflation and level of the income – here major factors which influence the Present, and they are unfavourable. Therefore I consider that Yatsenyuk's resignation is inevitable. The only question – when it will occur also who the successor".
Alexander Marikovsky told about results of work of the government and the ministries in the information sphere and about the advanced products which are offered by the Center of the content analysis together with the Ministry of information policy for monitoring of information space.
